Bulgaria allocates close to 10 GWh of energy storage capacity through national tender

Bulgaria’s Ministry of Energy will finance 82 standalone renewable energy storage projects with a combined grant budget of BGN 1.154 billion (~$675 million) under the EU-backed RESTORE procurement scheme.
The selected projects will deliver 9,712.89 MWh of usable energy storage capacity—more than triple the original 3 GWh target.
The call for proposals closed on December 5, 2024. A day later, the ministry announced it had received 151 proposals worth nearly BGN 5 billion, far exceeding available funding.
From these, 118 projects totaling BGN 1.6 billion were shortlisted. An additional 30 projects (BGN 415 million) were placed on reserve due to funding limits.
Key criteria included:
Minimum project size: 10 MW
Minimum storage duration: 2 hours
Focus: Frequency regulation markets
Grants covered up to 50% of eligible costs
Max grant: BGN 148.6 million per project
Cap of BGN 371,607.70 per 1 MWh of usable capacity (excl. VAT)
All facilities must be connected to Bulgaria’s grid and operational by March 2026.
RESTORE is part of Bulgaria’s National Recovery and Resilience Plan (NRRP), which supports the country’s clean energy transition by increasing renewable integration and deploying critical storage infrastructure.
