France Awards 500 MW in Third Technologically Neutral Renewable Energy Tender

The French Ministry of Ecological Transition has announced the winners of its third technologically neutral tender for PV, hydroelectric, and wind energy projects, with a total of 500.6 MW allocated. This round saw 38 winners selected, with solar projects dominating, totaling 463.7 MW across 35 projects.


The procurement, in line with the European Commission's push for non-discriminatory competition, included proposals for ground-mounted PV systems above 500 kW, rooftop PV on greenhouses, barns, and car parks, onshore wind farms, and new hydroelectric plants. The tender allowed for optional, unsubsidized storage.


Notable projects include:

  • Q Energy: 30 MW agrivoltaic plant in Côte d’Or

  • Soleil Elements: 29 MW floating PV park in Nièvre

  • Urbasolar: 33.95 MW installation on a former military base in Meurthe-et-Moselle


The average awarded price dropped to €80.6/MWh, compared to €85.19/MWh in the previous round. The next 500 MW tender is set for 2025.
