France Launches Tenth C&I Rooftop Solar Tender Seeking 400 MW

France has unveiled its tenth commercial and industrial (C&I) rooftop solar tender, aiming to secure 400 MW of new solar PV capacity. The tender is open for bids on rooftop solar, agrivoltaics (agriPV), and solar carport projects, with a minimum project size of 500 kW.
Among the 400 MW, 50 MW is exclusively set aside for smaller projects under 1 MW, which must be located at least 250 meters away from other installations. As with previous tenders, eligible projects must maintain a carbon footprint under 740 kgCO2/kW.
Winning projects will have a 30-month timeline to complete construction from the date of award, and they will enter into a 20-year power purchase agreement (PPA).
In the previous tender held in December 2024, 72 projects were awarded, totaling 253 MW—falling short of the original 300 MW target. Notably, the average price in this new tender dropped to €99.95/MWh, marking the lowest rate since September 2022, when it stood at €90.91/MWh. Subsequent tenders have seen prices above €100/MWh.
Applications will be accepted from March 17 to March 28, 2025. Additionally, two more C&I tenders are expected in 2025, and two in 2026. For more information, consult the French language announcement.
