The German Federal Network Agency, Bundesnetzagentur, has reduced the price ceilings for 2025 solar PV auctions to reflect the decreasing levelized cost of electricity.
New Price Ceilings:
Ground-Mounted Solar PV: Reduced to €0.068/kWh (from €0.0735/kWh in 2024).
Rooftop Solar PV: Set at €0.104/kWh (down from €0.1125/kWh in 2024).
Innovation Tenders (PV + BESS): Slightly decreased to €0.09/kWh (from €0.0918/kWh).
Auction Results in 2024:
Ground-Mounted PV: Oversubscribed with 4.2GW bids for 2,148MW tendered; average price at €0.0505/kWh.
Rooftop PV: Oversubscribed by 1.7 times with 434MW bids for 259MW awarded; average price at €0.0904/kWh.
Innovation Tenders: 1.8GW bids for 583MW tendered; average price at €0.0709/kWh.
Upcoming Auctions:
Rooftop PV: 1 February 2025.
Innovation Tenders: 1 May 2025 and 1 September 2025.
Klaus Müller, president of Bundesnetzagentur, emphasized that the updated price ceilings ensure a balance between meeting renewable energy targets and keeping support costs low.
Despite lower price ceilings, Germany continues to lead Europe in solar PV capacity, adding 16.4GW in 2024, a 1GW increase from the previous year.
