Germany: New Round of Ground-Mounted PV Auction Oversubscribed, Award Prices Continue to Decline

The Bundesnetzagentur has announced the results of its auction for ground-mounted solar photovoltaic (PV) installations and "first-segment" solar installations (those on non-building, non-noise barrier constructions), which closed on 1 March 2025.
Klaus Müller, President of the Bundesnetzagentur, highlighted that the auction was highly competitive, with a notable decrease in award prices. "These controllable installations can adjust their electricity output to meet market demand," he stated.
Auction Oversubscription
The auction, which aimed to allocate 2,625 MW, saw significant oversubscription. A total of 420 bids were submitted, totaling 3,839 MW, with 271 bids totaling 2,638 MW being successful. 35 bids were excluded from the process.
Award Prices
The successful bids had prices ranging from 3.99 to 4.88 cents per kilowatt hour (ct/kWh), with an average volume-weighted price of 4.66 ct/kWh, slightly lower than the previous auction’s 4.76 ct/kWh.
Regional Breakdown
Bavaria led the awards with 607 MW across 85 winning bids, followed by Brandenburg with 367 MW from 24 bids, and Lower Saxony with 315 MW from 31 bids.
