Talugtug, Nueva Ecija, Philippines—Greenergy Solutions Inc. (GSI) has officially commenced construction of the 125 MWp Talugtug Solar Power Project, a flagship renewable energy initiative under the Philippine Department of Energy’s Green Energy Auction Program.
The project is being developed in partnership with China Huadian Hongkong Company Ltd., a state-owned enterprise under China Huadian Corporation, based in Beijing.
The 125-MWp (99.98 MWac) solar power project is a government project under the Department of Energy, and forms part of the national strategy to expand renewable energy capacity and support climate resilience efforts.
The project is backed by a 25-year Solar Energy Service Contract (SESC No. 2016-03-287), along with a Certificate of Confirmation of Commerciality and an Environmental Compliance Certificate. It is one of the selected winners under the DOE’s Green Energy Auction Program (GEAP), and a 20-year Renewable Energy Payment Agreement (REPA) has been signed with the National Transmission Corporation (TRANSCO).
Located across Barangays Alula and Villa Rosario in the Municipality of Talugtug, Nueva Ecija, the project spans over 143 hectares of land and is expected to deliver 99.98 MWac of clean energy to the Luzon grid by March 2025.

The Talugtug Solar Project represents Phase One of Greenergy’s larger 600 MWp solar development plan for the region. The project is expected to create local jobs, stimulate economic growth, and contribute to the country’s energy independence and environmental sustainability goals.
Project Objectives:
Accelerate Renewable Energy Development: Fast-track the exploration and development of renewable energy resources in Nueva Ecija, promoting sustainable energy practices.
Achieve Energy Self-Reliance: Strive for energy independence through sustainable energy strategies.
Reduce Fossil Fuel Dependence: Minimize reliance on fossil fuels and mitigate the impact of international price fluctuations on the economy.
Increase Renewable Energy Utilization: Promote the use of renewable energy by developing national and local capacities, offering fiscal and non-fiscal incentives for efficient and cost-effective applications.
Encourage Clean Energy Adoption: Support the development of renewable energy to reduce harmful emissions, balancing economic growth with environmental protection.
Provide Long-Term Employment: Secure employment for host municipalities for 25 years, contributing to long-term community development.
Greenergy Solutions Inc. was awarded the 125 MW Talugtug Solar Project by the Department of Energy on May 11, 2016, with a goal to help the government achieve sustainable energy systems and optimal energy pricing. Local governments in Nueva Ecija and Talugtug will benefit from income generated through taxes, fees, and corporate social responsibility initiatives.
