IDAE to Hire Consulting Firm for Audit of €10.7 Million Energy Aid Program

The IDAE has issued a four-year, €10.7 million consulting contract to audit and verify billions of euros in energy sector aid, focusing on the PRTR and FEDER funds.


The Government will hire a major consulting firm to audit 4,000 files and billions of euros in aid to the energy sector.


As the entity overseeing the distribution of these funds through the Recovery, Transformation, and Resilience Plan (PRTR), the IDAE has supported various energy projects with significant financial aid. However, to ensure these funds are being spent as intended—on project construction—it now requires external assistance due to limited resources.


The auditing process will involve verifying approximately 3,889 files, including 2,291 from the PRTR programs and 1,598 from the FEDER 2021-2027 programs. A major consulting firm, likely from the Big Four (KPMG, EY, Deloitte, or PwC), will be hired for this task.

A key part of the audit involves the DUS 5000 program, which supports local clean energy projects in municipalities facing demographic challenges. The program has nearly 3,000 files, with 1,245 needing urgent verification by 2026.


The contract, valued at €10.7 million (VAT included), is expected to run until December 2029, coinciding with the end of the certification period for investments under the Spain 2021-2027 Multi-Regional Operational Program (FEDER). Proposals for the contract are due by January 22.
