The Department of Energy (DOE) has released the Terms of Reference (TOR) for the fourth round of the Green Energy Auction (GEA-4), outlining the technical, financial, and commercial criteria for project selection. This round aims to boost renewable energy development by adding 9,378 MW from solar (ground-mounted, rooftop, floating) and onshore wind projects. Notably, GEA-4 marks the first auction integrating solar with Battery Energy Storage Systems (BESS), with 1,100 MW of solar capacity paired with storage to enhance grid stability.
With the Notice of Auction (NOA) published on March 12, 2025, the auction process will officially commence once Department Circular DC2025-03-004 is published. The updated Green Energy Auction Program (GEAP) guidelines clarify supplier qualifications and pricing mechanisms, including indexation of the Green Energy Tariff (GET) to reflect market dynamics.

Winning projects will secure 20-year supply contracts, starting from their commercial operation date (COD). Qualified suppliers must hold a renewable energy service contract or a Certificate of Authority (COA). For Integrated Renewable Energy and Energy Storage Systems (IRESS) projects,
only new solar facilities or curtailed existing projects with PAO/COC may participate. These projects must meet specific standards, including a minimum storage duration of four hours and a round-trip efficiency of at least 85%.
The DOE will open supplier registration one day after the Energy Regulatory Commission (ERC) announces the Green Energy Auction Reserve (GEAR) Price. GEA-4 is expected to drive substantial investments, supporting the Philippines' target of 35% renewable energy share by 2030 and ensuring a more sustainable, secure, and resilient power system.
