Romania is preparing to hold its first Contracts for Difference (CfD) auction, expected to launch in the coming weeks. This marks a significant step toward bolstering renewable energy production, with a target capacity of 1,500 MW—1,000 MW for onshore wind and 500 MW for solar photovoltaic energy.
On September 6, 2024, Order No. 1290/2024 was issued, formally approving the CfD auction process and detailing procedures for participation. The order, now effective, sets maximum strike prices of EUR 82/MWh for wind and EUR 78/MWh for solar PV projects. Key guidelines within the order outline requirements for participation and performance guarantees, submission criteria, and bidder eligibility.
The Ministry of Energy and national operator Transelectrica have published the auction timeline on their websites. Interested parties must submit applications by November 18, 2024. The schedule also covers clarification periods, application deadlines, technical evaluations, contestation phases, and the timeline for selecting financial bids. The CfD contracts are anticipated to be signed shortly after the completion of the selection process.
A second auction to allocate the remaining 3.5 GW of planned capacity is due to be held next year.
