Vietnam Clarifies New Rules to Boost Self-Produced Rooftop Solar Power


Vietnam’s Deputy Prime Minister Tran Hong Ha emphasized during a recent meeting that the upcoming decree on rooftop solar power must be clear, scientifically sound, and transparent to ensure it has no negative impact after implementation. The key focus is on encouraging both businesses and the public to invest in self-produced rooftop solar energy, with clear guidelines on responsibilities and installation procedures.


The draft decree prioritizes the development of self-produced and self-used rooftop solar power not connected to the national grid, with no capacity limits. However, when it comes to grid-connected systems, specific regulations will apply based on the capacity of the installation.


For systems under 100 kWh, individuals and companies can install them without restrictions or approval, provided they meet safety standards. Systems between 100 kWh and 1,000 kWh will require post-installation inspections, with Vietnam Electricity Group (EVN) responsible for ensuring grid safety. Installations above 1,000 kWh must fulfill all regulatory approval processes, including obtaining operating licenses.


The decree also outlines regulations for selling surplus electricity from self-produced rooftop solar systems, limiting sales to no more than 20% of the installed capacity. The Deputy Prime Minister requested clear rules for agreements between power sellers and buyers, aligning with Vietnam's Direct Power Transaction Mechanism (DPPA).


The Ministry of Industry and Trade was asked to study further incentives to promote investment in rooftop solar and energy storage solutions. The electricity stored could be sold to the national grid, with up to 20% allowed to be sold at an unrestricted price. Additionally, the ministry will review national and regional electricity plans to guide future investments in rooftop solar projects.
